Again from what I posted on the 30th site.
When the airbag and any other safety devices were disabled or removed it became a liability for GM if used on the public roads.
This would include other modifications as well.
Hence it becomes a sale on a salvage title since it does have a legitimate VIN.
Then it is up to the new owner to bring it up to code for public roads.
Some of the other cars without a VIN are sold with a Bill Of Sale Only without a Title since it has no VIN.
